“Annual Credit Report” is just a joint “address” for the three credit bureaus to provide free credit report disclosures per federal law. They do not provide “real person” telephone service.
You can contact your Congressperson or Senator. The annual credit report is a service mandated by Congress, and the credit reporting companies that administer the site only provide those services that the law requires or that they think will be profitable. A live person is not required by the law, and would not be profitable, so they do not provide it. They will add that service only if Congress changes the law to require them to provide that service.
