It’s perfectly legal, although you could do it yourself for only the cost of postage and your time.
Simply put, these repair places improve your score by making your creditors/collection agencies jump through all kinds of hoops to prove you owe this debt. This includes disputes and debt validation mainly.
This flow chart shows roughly what they do.

More often than not, the collection agencies cannot meet the requirements needed, or they simply don’t want to bother with it so the listing is deleted.
As far as it being illegal, you will have some people here tell you that disputing a listing you know is valid can be fraud…that is 100% FALSE. You have the RIGHT to dispute ANY listing on your credit report.
don’t know if it’s illegal or not, but i strongly recommend that you remember the golden rule “IF IT SOUNDS TOO GOOD TO BE TRUE… IT USUALLY IS” it sounds like a scam to me.
you must either be worth a lot of $$$, or so far in debt that you can’t see straight if you are willing to pay $30 a month to increase your credit score. by the way, if they can boost your credit score by 120 points in 1 month, what do they claim that they can do in 6 months or 1 year? will they boost your credit score by 1,440 points in 1 year? (120×12 months=1,440) what is the “perfect” credit score?
